Capcom never confirmed this. The pattern was identified through data comparison: players tracking their inventories through multiple Nemesis encounters found the correlation reliable across three independent replications. The mechanic, if real, frames Nemesis as something more complex than a simple pursuer — he is supplying Jill with exactly what she needs to survive, possibly because his programming recognises that Jill dead means the S.T.A.R.S. file he is pursuing is permanently closed.

Whether Capcom coded this intentionally or whether it is confirmation bias in the item drop weighting is unconfirmed. The community’s analysis has not been refuted.
